Auldrant is a world made up of three countries: the Kingdom of Kimlasca-Lanvaldear, the Empire of Malkuth, and the neutral religious state of Daath. Kimlasca-Lanvaldear and Malkuth have been warring since the dawn of time, 2000 years ago, when the goddess Yulia Jue made a pact with Lorelei and read the earth's Score. The Score is the memory of the planet (Lorelei,) able to see past present and future. People live by the Score in their every day lives, sort of like a horoscope. The Score tells of every second between someone's birth and their death. Usually, someone goes to get their Score read in Daath every year on their birthday. The only forbidden Score to read is someone's death Score, the events leading up to and the cause of their death.

2000 years later, people are still following the Score Yulia Jue read and inscribed on Auldrant's Planet Storm... sort of like a giant meteor belt circling the planet. At times, pieces of it fall into the atmosphere and crash onto the land or into the sea. This is a great reason for Kimlasca-Lanvaldear and Malkuth to fight, since they both want pieces of the Score. However, things change when a prophecy of the Score comes to pass:
"ND 2000. In Kimlasca one shall be born who inherits the power of Lorelei. He will be a boy of royal blood, with hair of red. He shall be called 'Light of the Sacred Flame', and shall lead Kimilasca-Lanvaldear to new prosperity. ND2002. The one who siezes glory will destroy his island of birth. It will be named Hod. Afterwards, the hostility between Kimlasca and Malkuth will continue for another turning of the seasons."
She goes on to say that Luke, whose name does in fact mean "Light of the Sacred Flame" will destroy the mining town (Akzeriuth) and Malkuth will lose territory.

All of this happens. However, something Yulia Jue didn't forsee was the advent of Replicas. A form of Fomicry (the science of harnessing the planet's energy, Fonons,) created by Colonel Jade Curtiss, Replicas can be made of just about anything. They're perfect clones of objects... but never humans. Due to the nature of humans, making Replicas of them is incredibly complicated and the Replicated human is usually not exactly identical to its original. However, in Luke's case, by some miracle, his Replica was perfect. Right down to their Fonon Frequency.

Because of this, the Score as it had been for 2017 years, was broken. It was planned that the Replica Luke would die in the original Luke's place in Akzeriuth and change the course of the Score. Things didn't... quite happen that way. The Fall of Akzeriuth sparks another war and sinks into the Qliphoth. The Qliphoth is an area beneath Auldrant's outer crust sunk into the poisonous miasma surrounding the core. At first, only Yulia City existed beneath the crust. The people of Yulia City were watchers and keepers of the Score, even higher than those in Daath in their knowledge. The crust itself was held up by spirits trees made of Seventh Fonons (the Fonons of Sound) called Sephiroths. By destroying Akzeriuth, one of the Sephiroths was also destroyed.

The two Lukes (the original having taken the name Asch when he was replaced,) are the only two beings who can create something called a Hyperresonance by themselves. Because the Replica Luke's body is made up of Seventh Fonons, he can copy his original exactly. This is what can either destroy or save the Sephiroth and keep Auldrant from sinking into the miasma.

Of course, as JRPGs go, our heroes save the world! Auldrant is slowly lowered into the Qliphoth and the shaking in the core causing the miasma is stopped. The Replicas created, all but Luke, are destroyed, but people no longer live by the Score and instead their own free will.

I think that covers most of it.
Personality:
Luke is a spoiled brat. There’s no if ands or buts about it. He was raised in a rich home, isolated inside his manor with only his parents and servants around him, completely naive to the world. This caused him to become spoiled and self centered, believing that everything revolves around him and that people do things for only his well being. This is shown when he and Tear are in a village for the first time and he takes an apple from a stall, totally unaware that he has to pay for it. When told about it, he simply tells them to put it on his father’s bill. At this stage, Luke does everything as "a Fabre." You can’t do that to me, I’m Luke fon Fabre! I’m the AMBASSADOR! Because of his father’s station as a Duke and his uncle’s station as the King, Luke assumes his own name will get him anywhere he wants to be. Of course that isn’t the case and it often gets him in trouble, but it’s just one example of how self centered and spoiled Luke can be at any given moment in time.

Because he "lost his memories" of being 10 years and younger, Luke spent the next seven years learning how to talk, walk, read, and write all over again. His knowledge is so limited because of this that he’s naive and almost innocent in a very sad way. Like he tells Tear when she asks how he can be so unknowledgable, "I spent the last seven years remembering my parent’s faces." He’s so naive in this way that it’s concerning to those close to him in the story and from the player’s perspective. Using this, characters in game manipulate Luke into doing what he does for their own benefit and cause him to do something unthinkable: causing one of the Sephiroths to break and plummet into the abyss of the Qliphoth and killing roughly 10,000 people in the process. Many would hate Luke for this, and do, but as he was manipulated by the one person he thought he could trust, it only paints him as even more sympathetic in the end. He’s naive and stupid and a harm to himself and everyone around him, but he isn't a bad kid. He does all the things he does out of ignorance, not malice. While he knows he has to atone for the things he's done, Luke also knows he did them because he didn't know better or because he didn't know who to trust. He can be a stupid, naive little baby, but he isn't malicious or evil. Over time, the rest of the party comes to see this as well. They accept his faults, even if they don't forgive him for them right away, and are able to work passed it and help him learn what to do instead of simply scolding him. Luke only have seven years experience living so it's difficult for him to keep moving forward and understanding things but even if it takes time Luke is willing to strive to be a better person and try and make those watching him proud. It comes from a selfish place at first, only not wanting to be scolded, but eventually Luke finds a purpose in it and begins to change.

Starting with a long talk about what he'd done at Akzeriuth with Tear, he takes one of her knives and cuts off his long hair. This symbolizes changes, especially in Japanese culture. Since it's a JRPG, it's only fitting that this is what Luke does when he puts his first foot forward and starts on a journey to make up for what he's done. Most people refer to this distinction as "Long Haired Luke" and "Short Haired Luke," considering them almost different characters. While this isn't the case, it does have a lot of precedence. Luke with his short hair is ready to move on from his ignorant, spoiled upbringing. Instead of just telling someone off for making him angry, he'll... tell them off for making him angry or get angry because he doesn't understand, before doing a 180 and apologizing and asking what he should do or asking what they meant in the first place. A simple yet easy way to see this happening is his relationship with the Cheagle, Mieu. Mieu owes his life to Luke and calls him "Master," but Luke hates him and calls him "Thing" and kicks him around. When Luke starts to change and finds out that Mieu stayed at his side when everyone else left him to go with Asch, he actually feels bad for what he's done to Mieu all this time. He stops calling him "Thing" and kicking him around (mostly,) and they actually talk to one another normally in the skits and things. This Luke is also less dense than he was prior, realizing when he says a stupid thing instead of having to have someone yell at him for it. He solves problems more quickly and gets along better with others. Considering Luke is technically only seven years old, this is a big leap for his character.

Even with all this development though, Luke doesn't really get over being spoiled and naive entirely. Like stated previously, "Long Haired Luke" and "Short Haired Luke" aren't truly separate characters like fandom (and canon, considering all of the Tales of World fanservice) likes to make it out to be. He messes up, he's stupid, he's overly trusting and unable to move forward without the help of his friends. He's still all of those things, but with the final addition of being able to learn the things he's always wanted to, to be able to leave his parent's home and move on to his own adventures. Cutting his hair only signifies that Luke has started to grow up.
Abilities:
All of Luke's Canon Artes.

Artes are basically the Tales Series's version of magic. It sucks up Mana Points/Technical Points/Whatever to use, and are a specific set of skills each character has. Because Luke is a swordsman, more of his Artes are Strike Artes. He uses them through his swordsmanship.

Even with a power nerf, Luke would still be skilled with a blade, and rather agile, able to fight and flip around and do all kinds of cool JRPG stuff.

Luke also has the power of Hyperresonance as explained above.

Mieu is a Cheagle who grew up in Cheagle Woods, who is honest to a fault and extremely loyal. He wears a Sorcerer's Ring around his belly that lets him talk to humans and control his "Mieu Fire" (which he wouldn't be able to do normally since he's only a child, hence the whole uncontrollable forest fire thing.) He follows Luke without question and has a big big big heart. When all the others give up on Luke, Mieu is there to comfort him and keep him cheerful even before Tear and Guy are there to prove to Luke he still has friends. Mieu is kind and naive, and it mirrors Luke in a lot of ways. They're both victims of gullibility and are both at fault for basically ruining the lives of a lot of people. Like Luke, Mieu destroyed part of his home "by accident" and as punishment he was banished for an entire year to be taken care of by Luke. Because of this, Luke is able to relate to Mieu in a lot of ways that he can't see right away, before they become better friends and Luke learns to treat Mieu better. Still, through all of the hitting and name calling, Mieu remains at Luke's side until the very end and in a way is Luke's most important friend because of this. Because of their similarities and Mieu's willingness to put up with him through thick and thin, Mieu enables Luke to trust others and start to learn how to be kind.

Besides Mieu, he'll also have his clothes, diary, sword, and some (useless) money on him when he arrives.
